Summary:
The major responsibilities of this position will be to plan, develop and oversee the delivery of programs in New York designed for vulnerable populations such as people experiencing homelessness and people in need of behavioral health supports.
The Director of Homeless and Housing Services will foster and model a supportive culture reflecting human dignity, respect, and empathy for all program participants seeking assistance.
The Director will also ensure SJCS is using evidence-based best practices in all programs and assure adherence to SJCS philosophy, mission, and quality standards in the implementation of those services.
They will serve as a member of and work cooperatively with the SJCS Leadership Team in the development and execution of strategic initiatives and to support the development of new opportunities that further advance the mission and impact of SJCS, with an eye to diversifying funding streams and service lines that are sustainable and generate positive net margin.
Essential Functions:
1.
Assures adherence by all staff to SJCS mission, core values, guiding principles, business standards and administrative practices.
2.
In collaboration with the Leadership Team, develops and accounts for state's programs, operations, and fiscal outcomes.
3.
Provides leadership within the State of NY for all operations/activities.
4.
Ensures superior quality through implementation of SJCS quality assurance protocols that meet or exceed national accrediting body standards.
5.
Responsible for all functions within parameters of SJCS policies and procedures as well as all applicable state/funding/contract and regulatory requirements.
6.
Develops, cultivates, and maintains key relationships needed to implement and expand program operations that increase the mission impact of SJCS while diversifying funding streams and service lines.
Engages actively and openly with all relevant parties including individuals served, families and guardians, funders, regulatory agencies, providers, and state associations, SJCS Board members, and SJCS staff.
7.
Partners with the Human Services Coalition and collaborates with the community plan to end homelessness.
8.
Develops and implements annual budgets with an eye to long term sustainability and increasing net margin.
Actively participate in routine budget monitoring meetings with the SJCS Leadership Team and key managers.
9.
Ensures recruitment, hiring, supervision, training, and timely completion of performance evaluations for all staff.
Provides training, mentoring, and coaching to staff directly, as appropriate.
10.
Participates with the Leadership Team in the development and execution of SJCS-wide strategic initiatives.
Contributes subject matter expertise to advancing strategic initiatives in other SJCS jurisdictions.
11.
Maintains a positive image for SJCS state subsidiary and the parent company.
12.
Advocates at state, organization, individual, staff, and systems change levels.
13.
Participates in professional development activities relevant to position.
14.
Performs other job-related duties as assigned.
Education and
Experience:
1.
A Bachelor's degree is required, with a concentration in either Human Services or Management preferred.
2.
A minimum of 3 years direct experience with vulnerable populations.
3.
A minimum of 5 years of administrative experience that includes the supervision of staff; budget preparation and maintenance; program development and implementation; quality assurance planning, implementation and auditing is required.
4.
Training in Harm Reduction and Trauma Informed Care are essential.
5.
Must meet SJCS and funding jurisdiction current requirements for criminal background/records check.
6.
Valid health certificate to meet current funding jurisdiction requirements is required.
Physical and Environmental Conditions:
Work requires no unusual demand for physical effort.
Work environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices or meeting rooms, e.
