Summary:
The Assistant Vice President, Quality, Accreditation and Performance Improvement/Chief Risk & Quality Officer is a system-wide executive leadership role reporting to the VPMA/Chief Medical Officer and VP, System Development and General Counsel/Chief Administration Officer.
This position is responsible and accountable for providing strategic direction and oversight in the areas of clinical risk management, clinical regulatory compliance, enterprise risk management, quality outcomes/performance, infection prevention, project management, operational excellence, and employee health.
The Assistant Vice President will lead a comprehensive strategy for continuous quality improvement system-wide.
This position partners with leaders across the enterprise to sustain a consistent approach to quality improvement and risk management initiatives.
The Assistant Vice President develops regulatory strategies and directs activities that optimize the organization's results.
This position is responsible and accountable in growing key programs for Cayuga Health System that foster a culture of excellence and high reliability within the organization.
This position has accountabilities for implementation of programs and processes which maximize cost-effective integration of improved quality patient care and equity throughout the system.
The position also assists in the implementation of Medical Staff quality initiatives and partners closely with the Chief Diversity and Learning Officer as well as the Chief Strategy Officer to ensure quality and performance improvement tactics are integrated in the organization's strategy and learning/succession plans.
The AVP, Quality, Accreditation and Performance Improvement/Chief Risk & Quality Officer reports directly to the VP, of Medical Staff Affairs/Chief Medical Officer and a matrix reporting to the VP, System Development and General Counsel/Chief Administration Officer and has regular and frequent contact with executive leadership, physician leadership and Board of Trustee members.
Job Responsibilities include:
Develops and implements a comprehensive system-wide quality, risk, and performance improvement strategy aligned with the organization's goals and objectives.
Collaborates with the Chief Medical Officer and Chief Administrative Officer to ensure alignment of quality, risk, and performance improvement initiatives against organizational priorities.
Lead efforts to improve quality outcomes system-wide, working with the Chief Nursing Officer, AVP, Population Health and Clinical Integration, Director of Quality Outcomes and Performance Improvement, and Director of Outpatient Quality (or equivalent) to develop and implement quality improvement/clinical transformation initiatives and performance metrics.
Direct the system-wide infection prevention and employee health programs, collaborating with the Director of Infection Prevention & Employee Health to ensure compliance with infection control guidelines and promote a safe and healthy work environment.
Oversee the implementation of clinical risk management processes, ensuring effective identification, assessment, and mitigation of clinical risks across all entities.
Ensure compliance with clinical regulatory requirements and accreditation standards across the system.
Oversees the development and implementation of policies, procedures, and protocols related to risk management, accreditation and quality improvement.
While providing oversight, guidance and direction for the System policy and procedure database.
Provides oversight, guidance and direction to the Patient Advocacy Program and Customer Experience consistent with the Quadruple Aim.
Prepares and presents reports to senior leadership and the board of directors on risk management, accreditation, and quality improvement initiatives, progress, and outcomes.
Provides oversight, guidance and direction for successful execution of strategic initiatives and projects across the system.
Remains updated on industry trends, regulations, and best practices related to risk management and quality improvement, and incorporates them into organizational strategies and practices.
Partners with general Counsel to proactively identify events that could potentially result in claims related to patient safety and quality of care incidents.
Responsible and accountable to the growth of the Lean Six Sigma program and Learning Programs in the space of Quality and Performance Improvement.
Responsible and accountable to guiding person-centered care implementation.
Serve as a leader to ensure competency of clinical staffs, medical management systems, and protocol/best practices development.
Responsible and accountable to establishing performance and monitoring mechanisms for all Cayuga Health System departments.
Assist in the design and production of accurate clinical outcome reports and statistical aids to continuously improve utilization and patient outcomes, in close collaboration with the Director of Quality Outcomes and Performance Improvement and the AVP, Population Health and Clinical Integration.
Demonstrates commitment to learning by assessing and identifying personal learning needs, developing a plan to maintain skills and competence and maintain professional records that provide evidence of competency completion.
Makes procedural or process suggestions for achieving team goals or performing team functions; provides necessary resources or helps to remove obstacles to help the team accomplish its goals.
Fosters a culture of patient safety and continuous improvement, working closely with the Patient Safety Program Manager, Directors, and Executive Leadership to develop and implement patient safety initiatives and monitor adverse events.
Education, License & Certifications A Master's Degree in a health-related field is required, preferably with a focus in Healthcare Operations/Quality, Strategy or other relevant fields.
A Certified Professional in Healthcare Quality (CPHQ) and Certified Professional in Healthcare Risk Management (CPHRM); the CPHQ and CPHRM must be obtained within 2 years of employment and maintained thereafter.
(Required) Certified Lean Six Sigma Black Belt to be obtained within 3 years of employment.
Experience/Qualifications A minimum of 8 years' experience in project management, quality, and clinical care or in a healthcare setting required.
Experience with computer applications, performance improvement process / tools, statistical analysis tolls and data abstraction.
Knowledge of applicable healthcare quality, patient safety, lean/six sigma, project management, information systems, change management or statistical methods preferred.
Experience in leading and managing teams, with a track record of driving results and fostering a culture of continuous improvement.
Knowledge of relevant regulations and accreditation standards (e.
g.
, CMS, Joint Commission, etc.
).
